IV.1.1 The Stewardship Act (II ACG 2), with Revisions of 7528 and 7531

FIRST, that the Commission for the Execution of the Office of Great Steward of the Kingdoms of Gondor and Arnor is hereby dissolved and abolished, and that its several officers, viz. the Lords Commissioners of the said office and the Deputies-Regent of the said commission, are relieved of all powers, duties, & obligations they formerly held as agents of the said commission.

SECOND, that the office of Great Steward of the Kingdoms of Gondor and Arnor is hereby re-established, and the Lord Great Steward is charged with the following duties, to wit:

(a) the Lord Great Steward shall have the power of issuing warrants for the summoning, proroguing, or dissolving of the King's Council-General;

(b) the Lord Great Steward shall have the power of appointing, and creating, with the advice and consent of the Privy Council, Peers of the rank of Viscount and above, Great Officers of State, royal judges, Governors-General, commissioned officers of the Armed Forces (should they be re-established), and all other officers of His August Majestie whose appointments are not otherwise provided for by immemorial usage or by acts of the Council-General; he may at his discretion require the Lord President of the King's Councils to submit nominations to any of the said offices or dignities;

(c) the Lord Great Steward shall notify the Privy Council of all proposed appointments or creations, and the Lord President shall immediately acknowledge receipt of such notification: and if the Privy Council fail to return notice of their consent or disapproval within thirty days from the time of receipt of the Lord Great Steward's notice, the appointments or creations shall take effect without their consent, just as if it had been given;

(d) the Lord Great Steward shall have the sole power of creating corporations under Charters Royal;

(e) the Lord Great Steward may, at his discretion, issue warrants for to the Lord Chancellor directing him to affix the Great Seal of the realms to such bills of the Privy Council as the Lord Great Steward may think fit to become law; the Lord Great Steward shall immediately acknowledge receipt of such bills: and if he fail to issue warrants within thirty days from the time of receipt of the bills, the bills shall be considered to be vetoed, so that the Privy Council may be able to exercise its lawful powers;

(f) the Lord Great Steward shall be charged with the supervision of harbors, the administration of charities, the granting of franchises, the licensing of printing of state papers, and the guardianship of orphans, infants, and persons of unsound mind.

THIRD, that the office of Great Steward of the Kingdoms of Gondor and Arnor shall be vested in a person and family to be chosen by the Council-General adopting this act.

FOURTH, that the powers of the Lord Great Steward shall be limited to those herein specified and those granted by other acts of the Councils-General of Gondor and Arnor.
