The Twenty-Eighth Council-General of the Kingdoms of Gondor and Arnor

His Grace, the Duke of Minhiriath, Lord Great Steward, summoned His August Majestie's Council-General to meet in the Palatine Duchy of Anorien, at the law offices of Lord and Lady Dunharrow (Kram & Mendelsohn, LLP), in Littleton, Massachusetts, on 24 Cerveth 7553 / 9 July 2000.

After the usual opening ceremonies, in which Lord Dunharrow was formally seated under that title (having previously served in right of a baronetcy), His Grace the Steward used the time set aside for a speech prepared by the Government (no such speech having been provided) to review the current situations of the several peers not present at the meeting. His Grace the Regent moved, in response, that the absent peers be excused from attendance, a formality the omission of which in several recent years had placed many peerages at risk of rustication. His Grace the Steward alluded particularly to Her Grace, the Duchess of Belfalas, Lady President of the King's Councils, whose father had passed away within the week, and a formal resolution of sympathy was agreed to.

The proposal that provision be made for Dukes having Palatine Authority to appoint Lords Lieutenant to act in their absence was referred to His August Majestie's Privy Council for a second year's consideration (see the Lords Lieutenant Resolution of 7552 and the New Administrative Areas Act of 7527).

In his remarks on Foreign Affairs, His Grace the Regent reviewed the situation behind the proposed Visiting Sovereigns Limitation Resolution, which had been deferred to this Council-General by that of 7551. After further discussion, the Resolution was adopted. The Council agreed with His Grace that the issue of web-states merited continuing observation by the Foreign Office.

Courtesy resolutions were adopted to send greetings to the High Council of the Forodrim, the Mythopoeic Society, and Breemoot. His Grace the Steward expressed his intention to summon the Council-General of 7554 in conjunction with the next Worldcon, in Philadelphia, Pennsylvania.

In the usual elections, the M. Hon. Sir John Elder, known by courtesy as Marquess of Meneltarma, was chosen Lord President of the King's Councils and the Rt. Hon. the Baron Dunharrow was continued in office as Lord High Chancellor. After some confusion about the proper form of words, His Grace, the Duke of Numenor, reaffirmed his oath as Regent, and the business of the meeting concluded with the Patriotic Air, sung a capella.
