II.1.1 The Regency Act (II ACG 1), as revised 7535 and 7545

FIRST, that the office of Regent of Gondor and Arnor is hereby created, and that the Regent of Gondor and Arnor is charged with the following duties, powers & privileges, to wit:

(a) the Regent shall have the sole power to select and accredit the several diplomatic representatives of these Realms;

(b) the Regent shall have the sole power to receive the credentials of foreign diplomats;

(c) the Regent shall be the official host of any foreign head of state visiting in these Realms;

(d) the Regent, with the advice and consent of the Privy Council, shall have the sole power to conclude treaties, to accept territories, and to make peace between these Realms and foreign powers;

(e) the Regent, subject to the later ratification of the Council-General, shall have the sole power, at the request of the Privy Council, to declare war;

(f) the Regent shall enjoy precedence next after the Princes of the Blood Royal, and shall establish his style, in accordance with the customs and usages of these Realms, in a declaration to the Privy Council made at the time of his election to the office of Regent of Gondor and Arnor.

SECOND, that there shall be an Accession Council, whose members shall be: The Lord Great Steward or his representative, presiding; the Lord President of the Councils; the Lord Chancellor and Keeper of the Great Seal; the Earl Marshal; the Thain of the Shire; the Mayor of the Shire; all surviving former Regents, provided that no former Regent shall have more than one vote; and a representative from each of such other realms as may from time to time by compact place themselves under the crown and protection of His August Majestie the King; and that the said Council shall meet when summoned by the Lord Great Steward (or the Lord President of the Councils during the incapacity of the Lord Great Steward), at his own discretion, or in accordance with the Peerage Continuity and Officers' Incapacity Act of 7533, or upon the petition of any three other members of the said Council, or upon the petition of any two nations subject to the crown and protection of His August Majestie the King, but it shall in any case meet immediately prior to any session of the King's Council-General.

THIRD, that the Duke of Númenor shall serve as Regent of Gondor and Arnor for the term of his natural life unless he be removed from that office by the Accession Council.

FOURTH, that the powers of the Regent and the Accession Council aforesaid are limited to those herein specified and those granted by other Acts of the Councils-General of Gondor and Arnor.
