IV.2.1 The Peerage Continuity and Officers' Incapacity Act of 7533 (VIII ACG 1), Article 14

Article 14. Incapacity of Office Holders. Section One. Aliens, minors, and persons who have been adjudged insane by a competent court shall, while alien, minor, or insane, be incapable of discharging the powers and duties of the High Ministries, Great Officers of State, and all other offices of the Kingdom of Gondor and Arnor.

Section Two. A person shall be deemed incapable of executing the powers and duties of an office by reason of illness or other infirmity when the person transmits to the Lord Great Steward a written declaration of disability, and until the person transmit to the Steward a written declaration to the contrary; or when the Steward, with the advice and consent of the Privy Council, or without their advice and consent if they fail to answer him, as provided in the laws regarding appointments, determines a person to be incapable and until the Lord Great Steward determine to the contrary.

Section Three. When the holder of any of the hereditary Offices or Great Offices of State is incapable by reason of minority, insanity, illness or other infirmity of executing the powers and duties of the office, the Lord Great Steward shall at his discretion appoint either a surrogate for the officer or a commission for the execution of the duties and powers of the office, in accordance with the laws regarding appointments by the Steward, and giving preference, in his selection, to the designated heir of the officer, when that person is competent to serve as a surrogate or commissioner.
