VII.2.1 The Omnibus Financial Act of 7530 (V ACG 1), Article Seven, Section Five.

The Lord High Treasurer, as chief financial officer of the realms, shall control disbursements from the Royal Treasury and the Government's accounts at the Central Bank. No disbursements shall be made from the Royal Treasury unless warrants from the Financial Committee of the Privy Council signed by the Lord President of the Councils and sealed with the Privy Seal are presented to the Treasurer; no disbursements other than those specifically ordered [in the Act] shall be made from the Government's accounts at the Bank unless orders for such disbursements signed by the Lord President are presented to the Treasurer.
