II.3 The Guano Islands Act of 7532 (VII ACG 3)

Article One. Guano districts; claim by Gondor and Arnor. Whenever any subject of His August Majestie the King of Gondor and Arnor discovers a deposit of guano on any island, rock, or key, not within the lawful jurisdiction of any other government, and not occupied by the citizens of any other government, and takes peacable possession thereof, and occupies the same, such island, rock or key, may, at the discretion of the Regent, be considered as appertaining to the Kingdoms of Gondor and Arnor.

Article Two. Same; notice of discovery and proofs. The discoverer shall, as soon as practicable, give notice, verified by affidavit, to the Foreign Office, of such discovery, occupation, and possession, describing the island, rock, or key, and the latitude and longitude thereof, as near as may be, and shwoing that possession was taken in the name of His August Majestie the King of Gondor and Arnor; and shall furnish satisfactory evidence to the Foreign Office that such island, rock, or key was not, at the time of the discovery thereof, or of the taking possession and occupation thereof by the claimants, in the lawful possession or occupation of any other government or of the citizens of any other government before the same shall be considered as appertaining to the Kingdoms of Gondor and Arnor.

Article Three. Completion of proof on death of discoverer. If the discoverer dies before perfecting proof of discovery or fully compiling with the provisions of Article Two of this act, his surviving spouse, heir, executor or administrator shall be entitled to the benefits of such discovery, upon complying with provisions of this Act.

Article Four. Exclusive Privileges of discoverer. The discoverer, or his assigns, being subjects of His August Majestie the King of Gondor and Arnor, may be allowed, at the pleasure of the Lord Great Steward, the exclusive right of occupying such islands, rocks, or keys, for the purpose of obtaining guano, and of selling and delivering the same to subjects of His August Majestie the King of Gondor and Arnor, to be used in the Kingdoms of Gondor and Arnor, or to the citizens of the Commonwealth of Esgaroth, to be used therein, and may be allowed to charge and receive for every metric tonne thereof delivered alongside a vessel, in proper containers within reach of a ship's tackle, or alongside an aircraft, in proper containers, in a manner appropriate for loading into the aircraft, a sum to be determined by the Lord Great Steward or such person or persons as shall be appointed by him to determine such charges.

Article Five. Restrictions upon exportation. No guano shall be taken from any island, rock or key mentioned in Article One of this Act, except for the use of subjects of His August Majestie the King of Gondor and Arnor, or persons resident in the Kingdoms of Gondor and Arnor, or citizens of the Commonwealth of Esgaroth, or persons resident therein. The discoverer, or his surviving spouse, heir, executor, administrator, or assigns, shall enter into bond, in such penalty and with such sureties as may be required by the Lord Great Steward, to deliver the guano to the persons aforesaid for use in the Kingdoms of Gondor and Arnor or the Commonwealth of Esgaroth, and to none others, and at a price prescribed and to provide all of the necessary facilities for that purpose within a time to be fixed in the bond; and any breach of the provisions thereof shall be deemed a forfeiture of all rights accruing under and by virtue of this Act.

Article Six. Regulation of trade. The introduction of guano from such islands, rocks or keys shall be regulated, for sea-going vessels, as in the coasting trade between different parts of the Kingdoms of Gondor and Arnor, and the same laws shall govern the vessels concerned therein; and the introduction of guano from such islands, rocks, or keys shall be regulated, for aircraft, as in trade between the different parts of the Kingdoms of Gondor and Arnor, and the same laws shall govern the aircraft concerned therein.

Article Seven. Employment of Land and Naval forces in protection of rights. The Regent is authorized, at his discretion, to employ the land, naval and air forces of the Kingdoms of Gondor and Arnor to protect the rights of the discoverer or his surviving spouse, heir, executor, administrator or assigns.

Article Eight. Right to abandon islands. Nothing in this Act contained shall be construed as obliging the Kingdoms of Gondor and Arnor to retain possession of the islands, rocks, or keys, after the guano shall have been removed from the same, nor to abandon the islands, rocks, or keys, after the removal of the guano.
