I.2.2 Protocol of 7535, as amended by Protocol of 7536

Article One. Representation. Section One. Each of the high contracting parties shall accredit to the other a representative having the title of High Commissioner and the rank and privileges accorded Ambassadors Plenipotentiary, along with such inferior officers as it may be found mutually satisfactory to appoint.

Section Two. The Commonwealth of Esgaroth (the Commonwealth) shall choose representatives to the Council-General of the Kingdoms of Gondor and Arnor to serve as full voting members thereof; the Commonwealth's representatives shall have a total of at least two (2) votes, and one additional vote for every group of ten (10) citizens, or fraction thereof, but not more than seven votes.

Section Three. For the purpose of choosing a Regent of Gondor and Arnor, the Master of Esgaroth shall be a voting member of the Accession Council of the Kingdoms.


Article Two. Laws. Section One. The Acts of the Council-General and all treaties made by agents of His August Majestie on behalf of the Kingdoms and the Commonwealth shall be the supreme law of the Kingdoms, and, when not in conflict with the Constitution of the Commonwealth, of the Commonwealth; and the judges of each shall be bound thereby. His August Majestie's Privy Council shall have no authority in the Commonwealth, nor shall the Master and Elders of the Commonwealth in the Kingdoms, except as provided in this Compact and its Protocols.

Section Two. The citizens or subjects of each of the high contracting parties shall be entitled to all the privileges and immunities of the subjects or citizens of the other, when subject to the other's jurisdiction.

Section Three. A person charged within the jurisdiction of either of the high contracting parties, who shall flee from justice, and be found within the domains or territories of the other, shall on demand of the agents of the party from whose jurisdiction he fled, be delivered up, to be removed to the domains or territories of the party having jurisdiction of the crime.

Article Four. Foreign Affairs. Section One. The foreign affairs of the Commonwealth shall be conducted together with those of the Kingdoms by the officers responsible for such actions in accordance with the Acts of the Council-General.

Section Two. The Kingdoms' Secretary of State shall issue passports to citizens of the Commonwealth and subjects of His August Majestie on equal terms; and citizens of the Commonwealth may serve as diplomatic agents of the Kingdom and the Commonwealth.


Article Five. Defense. The high contracting parties mutually pledge to provide each other with all possible aid and protection in time of war; and His August Majestie and his agents shall protect the Commonwealth against invasion and, on application of the authorities thereof, against domestic violence.
