III.2.1 The Elective Offices Act (II ACG 4), as amended 7529 (IV ACG 3) and 7531 (VI ACG 4)

FIRST: that the qualifications and manner of election of the Lord Chancellor and Keeper of the Great Seal (hereinafter called the Chancellor) and the Lord President of the King's Councils (hereinafter called the President) are defined as follows, videlicet:

(a) The Chancellor shall be a peer elected to the office of Lord Chancellor of the Kingdoms and Keeper of the Great Seal or a member of the Council-General not a peer elected to the office of Keeper of the Great Seal; election to and removal from the said offices shall be by the votes of a majority of the Council-General; and the powers and duties of those who are Lord Chancellor and Keeper of the Great Seal and those who are Keeper of the Great Seal shall be in all respects the same, as they are set out in the second article of this present act.

(b) The President shall be a member of the Council-General elected to the said office by, and capable of being removed from office by, the votes of a majority of the Council-General.

(c) Should either of the offices aforesaid fall vacant at a time when the Council-General is not in session, the Privy Council shall be majority vote elect a person otherwise meeting the qualifications set out in (a) and (b) above to serve in the office and execute the duties thereof until the next session of the Council-General.

SECOND: that the powers of the Lord Chancellor and Keeper of the Great Seal are defined as follows, viz.:

(a) he shall preside over all sessions of the Council-General;

(b) he shall preside over judicial session of the Privy Council;

(c) he shall supervise the character of and be responsible for the conduct of all courts in His August Majestie's realms;

(d) he shall, at the direction of warrants from the Lord Great Steward or warrants under the Privy Seal from the Privy Council, affix the Great Seal of the Kingdoms to such bills of the Privy Council as are to become law;

(e) he shall maintain in Chancery files a permanent record of all acts of the Councils-General and the Privy Council; all treaties and other international agreements; and such other papers as the Privy Council may direct.

THIRD: that the powers of the Lord President of the King's Councils are defined as follows, viz.:

(a) he shall summon all meetings of the Privy Council and, except as is otherwise provided, he shall preside at the same;

(b) he shall take care that the laws of the realms are faithfully executed, according to the letter and tenor thereof;

(c) he shall introduce the Government legislation at the Council-General; he may speak first in every debate in the Council-General; he may vote first in every vote of the Council-General.

FOURTH: that the Lord President of the King's Councils, if a peer, shall take precedence next after the Lord Great Steward; but if the Lord President of the King's Councils be not a peer, then the Lord Chancellor and Keeper of the Great Seal, who would otherwise take precedence next after the Lord President, shall take precedence next after the Lord Great Steward, and the Lord President shall take precedence next after the Lord Chancellor; but if a Lord President not a peer be in office at the same time as one who is Keeper of the Great Seal (and thus also not a peer), then the Lord President shall take precedence next after the Lord Great Steward and the Keeper of the Great Seal shall take precedence next after the Lord President, as if they were both peers.

FIFTH: that the powers of the Lord President of the King's Councils and the Lord Chancellor and Keeper of the Great Seal shall be limited to those set out herein and those granted by other acts of the Council-General of Gondor and Arnor.
