V.1.3 The Councillors-General Act of 7540 (XV ACG 1), Art. 1, as revised 7558 (XXXIII ACG 2, The Captain of the White Tower Act)

Section One. The Council-General of the Kingdoms of Gondor and Arnor shall consist of the Regent of Gondor and Arnor; the Lord Great Steward of Gondor and Arnor; The High Captain of the White Tower, if not a minor; the Lord President of the King's Councils; the Lord High Chancellor or Keeper of the Great Seal; the Mayor of the Shire; the Lord Chief Justice of Gondor and Arnor; the Lords of Appeals in Ordinary; the Representatives of the Administrative Areas, Palatine Duchies, and Royal Cities; such agents of other realms as may by treaty be granted such membership; and every Duke or Duchess, Marquess or Marchioness, Earl or Countess, Viscount or Viscountess of these Kingdoms, or Thain of the Shire, and every Baron or Baroness or Baronet who may have requested, received, and accepted from the Lord Great Steward a certificate of membership for the term of his or her tenure of the Barony or Baronetcy, provided that such Duke, Duchess, Thain, Marquess, Marchioness, Earl, Countess, Viscount, Viscountess, Baron, Baroness or Baronet enjoys that peerage title in his or her own right or in joint tenure and is of sound mind and under no legal bar to being a member.

Section Two. The Lord Great Steward may regulate the form, manner, and occasions for requests that Barons, Baronesses, and Baronets be certified as members of the Council-General; but such requests shall not be refused without grave reason.
