VI.3.1 The Emergency Mobilization Act of 7541 (XVI ACG 1)

ARTICLE I. Definitions.

a. Private Forces. Those military or quasi-military organizations maintained by subjects of His August Majestie for military or decorative purposes and not under the command of His August Majestie's regular officers.

b. Regular Forces. Those military, naval, and air units on active duty and under the command of His August Majestie's regular officers.

c. Earl Marshal's List. The census of private forces in these Kingdoms, maintained by the Earl Marshal as Chief of the General Staff.

d. Home Unit. A private force unit.

e. Reserve Forces. Those military, naval, and air units and individuals holding His August Majestie's Commission but not on active duty as or with regular forces.

ARTICLE II. Mobilization. Section One. Immediately upon the declaration of a state of national Emergency by the Privy Council all Private Force units named on the Earl Marshal's List shall present their equipment to the chief military office of the Palatine Duchy, Administrative Area, or Commonwealth in which their headquarters are located for active duty as Regular Forces.

Section Two. For morale purposes the integrity of such newly mobilized units shall be maintained and they may retain their distinctive dress uniforms and traditions, but in times of actual conflict or training for combat they will wear such attire as the General Staff shall direct. Individual officers and other ranks shall retain their private force ranks and grades and unless otherwise ordered by competent military authority shall rank with but below officers and other ranks of the same rank and grade in the Regular Forces according to their auntienty, except that officers holding His August Majestie's Commission in the Regular or Reserve Forces shall assume such regular and reserve rank. Notwithstanding anything to the contrary in the preceding two sentences, members of such newly mobilized units may be reassigned individually or severally to serve as cadre for newly formed conscript units or to augment Regular Forces units, in which case such service away from the Home Unit shall not be counted as a break in service with the Home Unit. Active duty promotions and demotions, except demotions resulting from court martial sentences, shall be temporary and not binding on the Home Unit. Time in grade requirements for promotion of Private Force personnel in the Regular Forces shall date from the date of mobilization.

Section Three. Pay and allowances for newly mobilized Private Force personnel shall be provided by His August Majestie's Government according to the military pay and allowance scales in effect.

ARTICLE III. The Earl Marshal's List. Section One. The Earl Marshal, as Chief of His August Majestie's General Staff, shall maintain a list of all Private Force units in these Kingdoms, showing the unit's name, its military speciality, its commander's name, its headquarters address, and its authorized strength.

Section Two. It shall be the duty of such Private Force commanders to notify the Earl Marshal of any change in status or other circumstances reflecting on the unit's ability to serve as Regular Forces.

Section [Three.] It shall be the duty of the Proprietors and commanders of Private Forces units formed after the date of ratification of this Act to notify the Earl Marshal of such formation, with the information specified in Section One, above, and the reason for the formation of the unit. The Earl Marshal otherwise learning of the formation of such a Private Force unit may require compliance with this Section Three.

Section Four. Inclusion of the Earl Marshal's list shall be for information and planning purposes only and shall confer no official recognition, distinction, or precedence on the organization listed.

Section Five. The list as of the date of Enactment of this Act is appended hereto as Appendix A.

ARTICLE IV. Section One. The provisions of this Act shall be effective from the date of its passage by the Council-General.

Section Two. Immediately on the declaration of a state of National Emergency the text of the Act shall be promulgated and published as General Mobilization Order Number One, and copies shall be sent to the commanders of the units on the Earl Marshal's list, the military commanders and civil governors of the Palatine Duchies, Administrative Areas, and Commonwealths, and to all field grade and flag rank officers of His August Majestie's Regular and Reserve Forces for action and compliance.

Section Three. This Act may be referred to as the Emergency Mobilization Act of 7541.

APPENDIX A

The Earl Marshal's List

containing the names of all Private Forces units in the Kingdom of Gondor and Arnor, together with the names of their commanders, their headquarters addresses, their military specialities, and their authorized strength. (NOTE: For security reasons the last two items may be held confidential and withheld from publication,)
